Got it to work somehow, uninstalled it a few times and reinstalled it in a few different locations. Had something to do with that Open Exclusively by another user error.

I have StampManage USA 2018, downloaded and install ok, but it open and freezes on the splash screen Running Windows 10. Thanks!
