I purchased and installed it. It is not current to 2022 as I cannot find the 2021 Morgan and Peace Dollar commems

Actually, what I think happened is that the developer linked to the old 2021 upgrade installer.  That is what happened to me. Use these links instead from the support page:

I keep getting the old version as there are only 2 items under US MINT PRODUCTS

Found that I needed to hit the COIN MANAGE DATABASE button. That opened the program
